I know some time document misleading. ( base license can not work your IP SLA so you need more Secrity or app license to work on this platforms)

we have ASR4K with Security License works IP SLA.

you can do feature navigator :

What is the device and model ?

if this is General IP SLA in normal Router you do not need special Licence ( as per i know).

It turns out the App license is needed both for C921-4P model and for C1111-8P model for simple IP SLA pinging ? IP SLA Initiator talks about it?
