Can you post more information what error you getting, suggest to contact cisco License team over phone, they could able to fix quicker than community here.
Please look in to the image attached , the issue is I have a ISR 4k recently purchased router and got the pak from vendor while putting the Pak in licensing portal to download the license I got the following error
