MWI while on backup phone system

For 12 years we have switched to the backup phone system every month with no problems involving the MWI.  In September when we switched the MWI was on when there were no new voice mails and new voice mails did not cause the MWI to light.  October and November the switch was done with no problems.  December the problem reoccurred and Cisco fixed it by running synchronize the MWI and by stopping and starting the Connection Notifier.  When we switched in January the problem was back. 

 

Is this a known problem with the backup voice mail now?
