Slowness, Ping high Latency and Throughput decreased after Upgrade

Hi,

Two months ago i've upgrade our router to 17.12.5a from 17.9.3a due to 17.9.x entering End of Vulnerability / EoSM (didn't remember which one). After that we got complain from user two months after. they say their connection is slow...

We tried to traceroute from the user to the apps and found out the latency to Edge Router is increase 10 more times than usual latency (usual 5ms, increased to 50-60ms). We try ping the local ip / interface and loopback on the router and it is 50-60ms.

#sh ip int br
Interface IP-Address OK? Method Status Protocol
GigabitEthernet0/0/2 169.254.100.1 YES NVRAM up up
Loopback0 10.158.29.1 YES NVRAM up up

#ping 169.254.100.1
Type escape sequence to abort.
Sending 5, 100-byte ICMP Echos to 169.254.100.1, timeout is 2 seconds:
!!!!!
Success rate is 100 percent (5/5), round-trip min/avg/max = 57/59/61 ms
#ping 10.158.29.1
Type escape sequence to abort.
Sending 5, 100-byte ICMP Echos to 10.158.29.1, timeout is 2 seconds:
!!!!!
Success rate is 100 percent (5/5), round-trip min/avg/max = 52/56/59 ms

And we see log QFP full :
Sep 24 05:30:17: %IOSXE_QFP-2-LOAD_EXCEED: Slot: 0, QFP:0, Load 100% exceeds the setting threshold 80%.
5 secs traffic rate on QFP: Total Input: 107445 pps (107.4 kpps), 515351424 bps (515.4 mbps), Total Output: 107468 pps (107.5 kpps), 514508376 bps (514.5 mbps)

It is strange, our router doesn't run IPsec and NAT, and based on datasheet it can accommodate to 3,8 Gbps for normal IPv4 forwarding (8200L). But from QFP log, we only got 500mbps..

Is anyone have similar problem ? I've open case but they are very slowly not update the case

Thanks,
