Why do some versions of IOS remove blank lines in banners?

Every switch running IOS Version 12.2 (that I've checked so far) seems to remove blank lines when included within a banner. Version 15.0 seems to be fine.

Example MOTD banner:

Warning!

***

On IOS Version 12.2 this currently shows:

***

Warning!
***

and when creating a baseline these devices fail, we would like to make it so these devices have the same looking banner.

i  manage several old code they are part of network.

12.2 code we do have banner like below

That's because you're using an IOS version with a bug in the banner.
