The UploadPMRImage API was updated in the October release to apply it to the current iteration of Personal Meeting Room. A release note was not created for this, but the XML API documentation has been updated with the current usage and functionality.
As for the documentation non this, I would recommend always going to www.webexdeveloper.com -> Develop and Test -> XML API -> XML API Reference as that method will always be up to date. That said, the current link for uploadPMRImage is below. Please keep in mind that this is subject to change.
thats a very old API that has nothing to do with today's Personal Meeting Rooms. The UploadPMRImage call was created for an older product called WebOffice, that has now been retired, so this API call is currently orphaned and has no supported use.
