Can we block users Internet Activation using internet explorer version 8.0?

You can block any browser including IE8 via user agents. Heres a site that list many user agents:

You want something like: (Mozilla/4.0 (compatible; MSIE 8.0; Windows NT 6.1; Trident/4.0))
