I have the below issue during my Jabber login(Local end user in CUCM). 

Failed to connect to Tftp server : result : CONNECTION_TIMEOUT_ERROR

Any ideas to resolve this?

Check that port 6792 (secure tftp via http) is open. On some systems it may not be , if you're still using 69/6970.
