Block user list in Jabber?

Is there a way to block a set of users using a CSV file in Jabber for Windows? We would like to use a CSV file to block multiple users in a group. Currently, the only way to block any user is one a time and is controlled in the app. This is a scenario in which we want certain groups (Sales, Executive) to be separated from the rest of the Org.

Bear in mind that users can still add/remove from the list.

I'd suggest you look into a compliance system with an ethical wall to manage this centrally from the admin side.
