User is trying to call forward his Jabber client on a MAC and it is saying "Call forwarding is disabled". Where do I fix that in CUCM?

Make sure you have a call forwarding CSS configured on the line configuration of the relevant device, check this first.

May i know what is the Jabber Client version being used, are you manually trying to add Call Forwarded Number on Jabber Client itself?
I am suspecting you might be Hitting Defect "CSCwb20855 "
Try configuring Call Forwarding Number from Self care portal and test.
