can I use Jabber for windows without desk phone assigned

Can I configure cisco Jabber for windows to a user who has no desk phone assigned ? i mean to create CSF and assigned extension to the device  and associate the user with this extension without controlling any device 

will the user able to use Jabber to call in this case ?

As Java wrote this is covered in the Jabber deployment documentation. I short you would create a CSF device for the user with a directory number set on it, set is as owned on the device by the user and controlled by the end user object with primary line defined.
