All,
Is there a way to create a non Active Directory user in CUPS that can be used to sign into Jabber for Windows to test things? Also, does anyone know if it's possible to create accounts dynamically?

CUPS syncs all the user data from CUCM via AXL, assuming you're LDAP integrated and running anything below 9.X, the answer is no, you need to create the users in AD, so they sync into CUCM, so CUPS syncs those users.
On 9.X + you can have LDAP and local users, then you could just create a local user.
I believe the above also addresses your question about creating users.
If you mean create the users and have them configured, CSF device, added to groups, etc. No, you just sync users, you need to do the rest of the config.
