We connect to the CUCM software with MICROSOFT EDGE v02.0.1245.44 (64 bits) in IE mode to a server. But we can't use drop-down menu like device.

Recommend you to either stop using IE mode or use another browser altogether. For example Firefox.
On a side note, your version of CM is long past it’s prime and is not supported in any way or form anymore. Recommend you to upgrade to at a minimum 12.5 SU6.
