Dialing by IP Address (SIP Endpoint to SIP Endpoint _Expresssway C)

I thought (Dialing by IP Address) was possible in Cisco Expressway Administrator Guide X12.5 guide.

 

But I can't call(ip address) from SIP endpoint to SIP endpoint

 

the error below appears..Is there a way to solve it?
