Emergency Responder - Manual Phone Identification

I am reviewing a customers Emergency Responder configuration.  The customer is forced to manual configure the phones in CER because another company runs their layer 2 services and they refuse to configure SNMP and some of the switches are not Cisco.

Additionally, there are many times when this customer uses a shared line on multiple phones and those phones reside in different Emergency Response Locations (ERLs).  CER does not allow you to manually add a duplicate line.

Is the only way to fix this issue to have a unique number on every phone?

For the manual vs. automatic assignment of phones to ERLs, is there a reason that IP Subnets can't be used for assignment?

For shared lines: CER does not recognize shared lines unless the phone-specific information (such as switchport or IP) is included. The assumption when the system was designed was that Line 1 of all phones are unique and that Line 1 would be used to place emergency calls. Since manual phones are identified by the number, you are correct that you can't manually configure multiple phones with the same number.

Unfortuantly the customer's room design isnt by subnet...
