Expressway MRA multiple Deployment in a single public domain

I need assist to find the best design to implement the following :

• We have UC Cluster and expressway node working MRA fine here in Egypt and we need to deploy Expressway MRA in Dubai that has UC Cluster
• Both have the same public domain
• How can user login to nearest expressway.
• How can Failover happen ?
• How can user from Egypt login in case of being in Dubai and no user exists in DB there ?
• I want the best design to make dubai users use MRA smoothly

I already read it but How will the user in different site log even it is not under the same CUCM ?

You configure ILS between the clusters for that.

For that, you need to enable Cisco Intercluster Lookup Service. Here is a good post on the configuration steps:
