Jabber not able to see softphone.

We are in the process of upgrading from CUCM 6.1.5 to 8.6.2.  We have installed all the correct licensing, created a test end user and associated that user with a CSF phone as well as associated them in CUPS with the right CTI gateway and CCMCIP profile.  But when we launch the client, there is no option for a softphone.  There is not even a Phone Services option under File > Options.  When we check connection status we see for Softphone "Not Connected.  Connection error.  Please go to Phone Services under File > options etc.  We don't see a Phone Services option at all.  Any ideas?

Please make sure that the Jabber can reach CUCM on UDP port 69, if is not blocked please provide the PRT letting us know the user ID in question.
