Jabber off-hook not updating

I am working on a system where the presence information on the users is not updating, i.e. the system does not register when the user's phone goes off hook. This is happening with most of the users but not all of them. We have verified the phones are controlled by the users and they have the correct roles assigned to them. We have also rebooted the CUCM and IM&P servers in addition to resetting the SIP trunk, but nothing seems to resolve the issue. Has anyone run into this before? Any thoughts?

Please check if the IP's of all IMP nodes are added to the SIP trunk configuration page in CUCM.

Also check if the users facing the issue are from a particular node.
