JABBER VIDEO ISSUE

Have Jabber 11.8 on CUCM 11.5 and VCS Exp C 12.5.X and CMS 2.9.2

Some folks with Jabber registered on the cluster have no issues dialing into the CMS which is registered on the VCS. 

Other folks connect audio only.

Other folks connect audio but video starts than drops out

All are on the same cluster ??? 

All on same version of Jabber.
