It has a request to prevent a particular user access to Jabber. This user logs into multiple shared computers, so uninstalling isn't an option.
Is there a way in CUCM or IM&P to restrict this particular user from logging into Jabber?
We are on v11 for both CUCM and IM&P.

That's easy enough. Just uncheck the IM and presence permission settings for that user from Call Manager Adminsitration web page > User management > End User > ..find the user > uncheck this box
"Enable User for Unified CM IM and Presence (Configure IM and Presence in the associated UC Service Profile)"
