Team Messaging Mode Contact Migration

I am testing Team Messaging mode in Jabber (12.6), I am able to login just fine in Team Messaging mode, but I am never asked to migrate my contacts.  I enabled contact migration within the Control Hub, but nothing seems to happen.  I am expecting my contacts to be migrated from my onprem configuration.  

 

Anyone else have this issue and/or know how to fix it?
