Webex Listen only mode

We are looking for a listen only mode in Webex, i.e. the ability to mute everyone and keep them muted until a presentation is complete.  Specifically without the user over capacity, users cannot unmute themselves and be heard until the presenter allows.

Event Center is built for this, either the ability to forcibly mute participants and/or limit them to VOIP streaming only.
