Trying to figure out how to do IM federation between users who are WebEx Connect (cloud) and users who are CUP (on-prem). Both are using the Jabber for Windows client (9.0.2) and I have the neccessary srv records in place within dns. However, I am unable to see or add from one to another.

Not sure, tried following your link and I get a 403 forbidden file error. Logged in to cisco.com as well...

I am not sure what you would like me to say? I click on the link, log into CCO and get the following -
403 Fobidden FIle or Application.

In order for this to work, the XMPP domain used by WebEx will need to be different than your on-premise XMPP domain. This is because, WebEx has static routes for any XMPP domain they are hosting, which will prevent forwarding to your on premise users if they are the same.
