Can anyone point me to the api used to provision a new user to CTX? I see the api for provisioning sessions once a user is created but need an api to create a new user from scratch.

Users provisioned on CTX are used only for Admin or API access. These are not end-users who join meetings on the exchange.
Currently there is no API to provision users, nor is there one to provision endpoints, organizations, routes, etc. These all need to be done through the Admin interface. Hope that answers your question.
