I'm attempting to recreate a fault on a 6.1 CUCM.  I am receiving a PlatformException with a "Address is restricted" description when I try to add a MonitorCallObserver for an Address (for some of my users).
 
I know that I can get this if the Device or Address does not have the "Allow Control of Device from CTI" flag checked, I also get a restricted address if the DN is configured for Rollover.
 
The question is are there any other configurations in Call Manager that will cause my application to receive a restricted address exception?
