yes this is now possible on TC 4 by using this command:

1xCommand Video PictureLayoutSet
2    Target: <local/remote>
3    CallId: <0..65534>
4    LayoutFamily(r): <auto/custom/equal/fullscreen/presentationlargespeaker/presentationsmallspeaker>
5    CustomLayoutName: <S: 0, 128>

Example:

To set a layout for all remote calls:

1xCommand Video PictureLayoutSet Target: remote LayoutFamily: custom CustomLayoutName: "Layoutname from TC Console"

To change the local layouts:

1xCommand Video PictureLayoutSet LayoutFamily: custom CustomLayoutName: "Layoutname2 from TC Console"
