A few options: - Use the Do-Not-Disturb feature in later versions of the TSP - Use AXL to modify the dial plan in a way to direct calls to the line elsewhere, or to cause a re-order (fast-busy) when the line is called It might be helpful to understand the full scenario and why you want to do this.
