Tapi only updates after a restart of telephony service.

I have a Cisco soft phone that is associated to a Cisco application user.
When I log into the soft phone, Cisco recognises the update, however the tapi does not update to show the changes.
The only way I have found to update the Tapi is by restarting the telephony service.
Can you suggest what is going on here?
