TSP Trace Error: education

We are unable to get the TSP lines showing up in windows dialer.  By looking at the following trace log, can someone give me an idea of what to check?  We have verified all the necessary settings
 
1.  User account associated with the MAC addy of the device.
2.  User a part of CTI enabled group
3.  All contrl through CTI checked in the device.
4.  windows firewall disabled

The 'Directory login failed - timeout' is common when the CTI user has the CTI Standard Secure Connection' role, but the TSP is not configured for secure connection.  The UCM refuses to allow a non-standard client to connect with the secure-enabled login, and does not fallback to non-secure connection even if the Standard role is assigned too...resulting in a timeout.
