i try to implement an appliaction using java language using simulator
 
1- i configure two host as host ip ="localhost"  and port ="42027"
2- conigure protocol version to 11 decimal (regedit)
3- configure in heart beats screen listen ip "42028"
 
 
when t tried to connect usin 42027 port connection refused and when i use 42028 the connection done

What simulator are you using?  42028 is usually the port number for
CTIOS Server rather than CTI Server.

Simulator VERSION 2.0.0.0 in CTIOS cd  version  7.5.1

FYI
when i change listen port from 42028 to another port as 42031 it will connect using 42031 and not old port 42028

The simulator simulates CTIServer for connection by CTIOS Server.  The
CTIServersim does not support direct connection by a cti server protocol
application.  Also, CTIServersim is provided "as is" and not supported
by Cisco.
