Core Issue
When 9 is pressed in order to get an outside dial tone, a different dial tone sounds than before the upgrade from Cisco CallManager 4.1(2)SR1 to Cisco CallManager 4.1(3)SR4d.
Resolution
This issue occurs when correct versions of Locales are not installed for the regions on the Cisco CallManager servers.
In order to resolve this issue, install the appropriate Locales from the Cisco Unified Communications Locale Installer for the Cisco CallManager versions.
