Configuring call policy on Cisco Expressway

Hi

We have cisco expressway and want to set policy for out clients to dial specific numbers, I have configured call policy rule but it seems that  it does not apply and clients can dial every where. Should I configure call policy both on Expressway Core and Expressway Edge ( allthough I have tested it, but it didn't work)?

Should I configure CUCM for this scenario or every thing is handled on Expressway?
