If you need an application that can deploy in bulk to large numbers of phones, there are several third party applications available:

Is it possible to apply wall paper for CIPC?

Hi

Yes - CIPC works the same as normal phones, except that if the PC it is running on has something else (e.g. IIS) running on port TCP 80, the web server does not start. So there's no ability to receive commands from Phone Designer or anything else.
