In CCM 5.x, when the Australian Dial Plan is used and the Media Gateway Control Protocol (MGCP)IOS gateway configuration is used to change the ISDN Number Plan Type to National, non-National calls result in a call setup failure.
These calls include those to mobile phone numbers and numbers without national area code prefixes, such as local calls. Emergency number (000) and 10-digit numbers with an area code national prefix work and are processed through to the Public Switched Network (PSTN). When the Numbering Plan Info Service parameter is set to "2", there is no effect. The Number Plan Type in the gateway must be set to "unknown" in order for the call to proceed.
The implementation is as designed at this time, wherein calls fail if the number dialed is not matched to the plan setting.
In order to see the Gateway Configuration set to "National", change the Australian International Dial Plan (IDP) such that all numbers are seen as type "U" for Unknown. In this way, all dialed numbers work.
The dial plan is developed, updated and owned locally for each country. Any changes required are submitted to the country owner in order to qualify, and then a signed .cop file is produced by the Cisco engineering team. That way, an end-customer can upload it with the awareness and support of Cisco Systems.
In order to modify and customize a specific country IDP and receive support, a request must be submitted to the dial plan owner to qualify, either through their Cisco account team or in the form of a TAC service request. The resulting engineering process can provide an updated dial plan file for upload to the Cisco Unified CallManager cluster.
