TMS booking a conference at CMS without participants

Hello, guys.
What if book a conference with only CMS but without participants PLUS with dial-in participants meaning when a conference is started any participants can join the conference knowing a link/URI/extension and PIN ?

I am trying to find info regarding limitations of TMS in order to prove to a customer that this limitation is by design.
I don't have a lab right now. If someone has practice experience it will help as well.

I have same in our TMS CMS integration, customer want to schedule meeting without selecting device/endpoint  while conference booking on TMS. How can we do that. What I mean customer want to get CMS webRTC URL only for conference.

Is there any possbilities ?

Try adding External Participants tab-->add "Sip Dial In" ports. This will give you what you want without adding actual devices.
