Troubleshoot one-way audio for PSTN calls

1.  For H.323/MGCP gateways, add bind statement

2.  Ensure IP routing is enabled on the gateway

3.  Verify IP routing between endpoints

4.  Is there a firewall in between the endpoints?

5.  For 911 calls, telco may not send CONNECT on PRI's.  To cut-through audio add voip rtp send-recv
