Call Flow : CVP comprehensive
ICM : 8.5.4
CVP: 8.5.1
CUCM : 8.5.1
Issue:
post IVR treatment, call is not getting transferred to agent extension. Agent is reserved in CTI screen but call is not transferred to agent extension.
Steps Tried:
NOTE: The issue is only when we dial from PSTN. If we dial route pattern from other extension, the call is getting routed to agent after IVR treatment.
Analysis:
From CVP, the static route is getting matched and an INVITE is sent to CUCM.

What is your current topology, you have SIP trunk to CVP or if there is any sip proxy in between?

can you share your gateway configuration?
CVP is sending invite to CUCM phone with 100rel as required, and that is not supported with CVP deployments.
and CUCM rejects it because, you may have configured SIP trunk with default sip profile, and in default sip profile 1xx prack is disabled.
i would like to see your gateway config for this.
