Can't find CRSAdminUtil to change IPCC Express 3.53 password

We are trying to change our IPCCExpress password on our CRA server and the TAC engineer on the case told us to run the CRSAdminUtil -u CCMService -p <password> command but the executable is not on our IPCC server. Any ideas how to obtain this file?

This utility is found under C:\Program Files\Cisco\Bin directory.

I also dont have the adminutility.exe. How did you get that file a checked in program file\cisco\bin and it is not there
