CCE Test environment requirements and best practices

I have a customer with a PCCE environment, and they are interested in setting up a test environment. The test environment doesn't need the same level of redundancy as production, but I am wondering if the best practice would be to have a separate CUCM cluster for the test environment. I am sure I will need a CVP server. How much can/should I combine to keep the number of VM's down? Meaning should I keep router, logger, PG separate? Do I need a separate admin workstation? CUCM and PCCE are both version 12.5.

I would have my own UCM.
