Contact Center Express Configuration API

I am building Contact center express Configuration API where you don't Authorize. I'am send authentication headers with UserID and Password but when call api url response is "Http Status: 401 Full authentication is required to access this resource Unauthorized".

I am have administration account with Unified CCX credentials.

What is the problem can you anyone help me? Do i need some CCX account for API permission only?
