To block international calls for courtesy callback.

Is it something we can block in OAMP or we need to built a check in the VXML script

Yes, using OAMP you can add number patterns to the allowed and blocked callback number lists.  Check the online help, which has the details.  Of course you will probably have to use length as well as prefix to make sure you don't block national numbers.
