hi Rehan,
On IPCC server goto Start>Programs>Cisco CRS Administrator>Cisco CRS
Serviceability Utility>Select Process Activation Tab> Select CRS
Administrator Process from the drop down and click enable.
And then you need to restart the "Cisco CRS Nodemanager" from window
services. Right click on My Computer>Manage>Services and
Applications>Services
Note:Restart of that service will have service interruption.
Hope this helps!
Thanks,
Karthik

Hi
Have you restarted this server? It looks like it is running as the secondary (not the S next to CRS Engine) so you can do this without causing service issues.
If it doesn't come up after a reboot, see this doc: http://www.cisco.com/en/US/products/sw/custcosw/ps1846/products_tech_note09186a0080544954.shtml
There may be a procdisabled key set to 1 for the admin process - this gets set if it crashed a few time consecutively.
