CTI vs PIM functional query

Environment : Cisco ICM Integrates with Avaya CMS and AES.

                     CMS connects to PG over port 6060 and PG connects to AES over port 9999

                     Customized Inhouse Desktop Application.

Query: Telnet to port 42027(Side A) or port 43027(Side B) goes through sucessfully depending on which CTI Server is Active.

           Which makes sense because the CTI Client would get message only from Active side of CTI Svr.

           So there ought be some mechanism to prevent it from connecting to inactive side.

           Now for a PIM to go Active CMS sends Open_Req connection to one side of PG  when PG accepts the connection and it sends Open_Req

           to AES.So in the line of CTI should I not be able to Telnet to Active PG over port 6060.

           However I am not able to do so any explainations or reasonings why?

Just because you can telnet to one  open port doesn't mean you can telnet to all open ports.  If you want to make sure your port is open do a netstat on the server and see if port 6060 is listening.
