CUCM 8.0/CUCCX 8.0 - Transoding g729 to g711

Hello,

     We are running a full g711 environment and are begininig to roll out g729 phones.  The g729 phones work in pretty much every respect (MOH, Conference Bridge, etc.)  The one area we're still working on is call IPCCExpress 8.0 queue, another full g711 system.  When I dial from a g729 phone into the call center, I get a busy signal after the remote line picks up, which sounds to me that transcoding is needed.  I have hardware transcoders configured on the gateways.  Do the transcoders need to be added to the MRG accessed by the call center's CTI ports?  Which side of the call needs to engage the transcoder?
