Recently I upgraded CVP Standaone setup from 11.5.1 to 12.5.1 and i faced the same issue.
Before start please go to OAMP and change all the CVP CALL , VXML and Reporting server Name to FQDN and do save & Deploy.
Once you exchange certificates please reboot the server instend of Restat services.

After discussing this further internally, the issue seems to still be with the certificates.
We have created the below action plan in order to delete the existing certificates and re-create them properly:
- Delete and recreate the WSM certificate for the CVP Call/VXML server/ OAMP using the FQDN as the common name.

- Exchange the new WSM certificates between OAMP and Call/VXML Server.

- Ensure that the Call and VXML Server hostname is updated to FQDN in OAMP configuration.
- Restart the WSM Service on the Call/VXML Server.
- Restart the OAMP and WSM services on the OAMP server.
I understand that some of the above steps have been already performed, but I would request that you follow and perform all of them once more.
