Dialer calls are failing with CUBE (Cisco ISR 4451)

We have scenarios where predictive dialer calls are failing failing due to FPI provisioning failure. We have two sites one site its working fine but on other site we are seeing this behavior.

Dialer 10.5(2)

CUBE - ISR 4451 IOSXE 16.6.5 we upgraded to IOSXE 16.9.4 still the issue is not resolved

Any pointers will he helpful Dialer
