Try the "Remote Destination Profile" on UCM.

Create a Dummy Device Profile with a valid directory number, you can then add up to four external numbers.

Send the call to the dummy number and all four external phones should ring and the first to answer will get the call.

You will need to check your licensing on UCM, if you don't have the right licensing it will give you 60 days to try it.
