At Partition level, where Can I find the Alarm Service Delay setting?

It's on the Administration Console page

Administration > Partition:default > Settings > Partition

Go to the right window pane and select Partition Settings Group, and then click on the Attributes tab in the bottom window pane

Note... this setting was removed in version 12.x
