Why in the one report do I have 3 options and in the other I only have 1?
These are Scheduled reports.
I need the Condensed option in the second example...
System version: 12.5.1.11003-511 (su3-ES06)

Your screenshot is small but you can update/customize views for a report. I imagine if you go to run the report (not in scheduler, but just to run it), you'll see the same options as your drop down, as the scheduler is just you picking what is predefined.
So if someone has customized a report view that you like, you'd need to create a view of in that report, and then you could choose that as the option when you go to schedule it. Or, go the other way around and schedule the report that has the views you want, but specifically select the additional options you want by selecting Select Filter in the scheduler.

I don't see what controls what shows in the list...
Can someone clarify what controls this list?

You control those by the views that you define in the report. So if you go to edit the report, and edit/create the view, once you save it, that becomes an option for when you run it and/or schedule it. Here's more information here.
