help ! finesse exec "direct transfer" failed

    I login to finesse  and make a outbound call , the call is answered, then i click the "direct transfer" button , enter other phone number like 2099, then click ok, but  it failed, finesse shows "transfer cannot perform operation error code cti-1" ,i tried transfer to another phone number , the problem is the same, two phones all registered,  what happened with finesse?  any one can help me?

finesse version: v11.0(1), ucce version: v11.0(1),   IP phone type:7821

 

when i exec "direct transfer"  ,   the finesse Desktop-webservice log shows as follows
